Education and training of new masters and office workers and continuing education for existing masters are the main functions of this center. The center also operates dharma education programs for members of the Chongji order and the general public.

The Avalokitesvara Academy Foundation was established for the spread of Buddhist spirit through public education. The foundation operates Donghae Middle School in Busan.
